The company 'STRABAG Sportstättenbau GmbH' realises its first PPP sport project in Luxembourg

The STRABAG Sportstättenbau GmbH Company domiciled in Dortmund, Germany, is currently realising its first PPP sport facilities project in Luxembourg.

PPP projects represent cooperation between a private partner and public authorities; in this case the community of Differdange in Luxembourg and the STRABAG Sportstättenbau GmbH, in a long-term project towards realising infrastructure measures for a project-dependent contractual period. The objective is an all-round complete optimisation of the different phases – planning, construction, running and financing – of a project. A partnership is formed with the target of optimising costs and risks through a more economic task allocation where project risks are allotted according to manageability.

PPP project "Parcs des Sports" in Differdange, Luxembourg
During restructuring of the "Parc des Sports" in Differdange, the third-largest city in Luxembourg, existing but outdated sports and swimming facilities needing renovation work were demolished and replaced with a modern, expanded sports facility. The basis for the building work was a master plan created beforehand for the area of nine hectares which ensured optimal synergetic use of the newly planned objects. Implementation of the master plan includes in the first building phase, modernisation of an adventure swimming pool and a grandstand building with three football fields as well as construction of a multi-story park garage and all corresponding infrastructure. These planning objects are to be realised in the form of two further PPP projects while the community of Differdange will take over construction and installation of the infrastructure in a conventional way. The objective of the "Parc des Sports" is to create a sport infrastructure which fulfils the sporting expectations of its users and thus increases the attractivity of the community of Differdange to people and industry. The comprehensive restructuring of the "Parc des Sports" was not implemented by the community of Differdange as a conventional construction project, but opened the project to tenders from throughout Europe within the framework of a PPP project. In this way, a PPP project was initiated for the first time in Luxembourg for an outdoor sports facility, in order to make use of the advantages of a comprehensive optimisation of all project phases. With its participation in the Europe-wide call for tenders, the German company, STRABAG Sportstättenbau GmbH, convinced the jury with its concept in several tendering phases with various competitors and is now a reliable partner to the community of Differdange in the realisation and operation of the "Parc des Sports". The scope of performance of the STRABAG Sportstättenbau GmbH includes demolition of an existing sports ground, construction of a grandstand building with sanitary installations and changing rooms as well as two natural turf playing fields and a synthetic turf pitch including exterior areas with spectator stands. Construction of a multi-story car park with 600 spaces and all plant installations involved and exterior areas is also part of the package. The building maintenance and partnership is valid for 25 years.
The many years of experience (since 1984) of the STRABAG Sportstättenbau GmbH, a subsidiary of STRABAG AG, in the field of sport facility construction, make it a competent partner for the community of Differdange. Based on its experience and know-how in all areas of sports facility construction, it can optimally fulfil all needs and requests of both users and the community authorities. This potential is offered by the STRABAG Sportstättenbau GmbH to all customers, irrespective of whether the project is construction of a school sports ground, club facilities or a sports stadium. Transparency and professionalism towards its customers are always given priority. Overall, the STRABAG Sportstätten GmbH (certified according to DIN 9001) offers professional complete solutions for all sports facilities:
• Advisory and accompaniment of general constructors, planners, operating companies and associations
• Completion of idea concepts, feasibility studies and cost estimates
• Drawing up of implementation documents and detail plans
• New construction and renovation of outdoor sports facilities, indoor sports halls, school sports facilities, trend sports facilities and installation of synthetic sports surfaces in indoor and outdoor stadiums (using synthetic and natural turf, etc.)
• New construction and renovation of additional facilities (e.g. drainage systems, floodlight systems or fencing) are included in the construction activities.
• Renovation, maintenance and cleaning of sports buildings as well as landscaping work.
This comprehensive performance spectrum enables the STRABAG Sportstättenbau GmbH to offer customers key-ready construction of sports facilities while the principle, "everything from one supplier", is not dependent on project volume. This can be between a few hundred and several million Euros. The net project volume of the PPP project for the STRABAG Sportstättenbau GmbH in the "Parc des Sports" project is approx. 27.5 million Euro. Of these, around 18.8 million Euros are net costs for the once-only investment costs / manufacturing costs including intermediate financing costs. Net building maintenance costs amount to around 8.8 million Euro over a contractual period of 25 years. The project components planning and construction will be undertaken by the STRABAG Sportstättenbau GmbH in only 75 calendar weeks, whereby the project components run parallel in some case. In this way, the planning phase lasts 16 calendar weeks and the building phase 64 calendar weeks. Building work was already started in May 2011 and will be completed in July 2012. This means that the building work is already well under way. The complexity of the "Parc des Sports" with its many different user areas can already been seen. Current aerial photographs (stand mid-May 2012) show clearly the freshly seeded natural turf pitches, the spectator stands and the completed external landscaping. Only the synthetic turf pitch and sport equipment are still missing to complete the picture. The grandstand with integrated restaurant is already in the interior finishing phase and the steel structure of the parking garage is also finished.
Completion of all building work is planned for August 2012, when the facilities will be inaugurated with a large-scale opening ceremony and will then be cared for a further 25 years by the STRABAG Sportstättenbau GmbH.
